The Office of the U.S. Trade Representative (USTR) is legally required to initiate, by October 4, 2025, a public consultation process ahead of the renegotiation of the United States-Mexico-Canada Agreement (USMCA). The law also mandates Congressional briefings and at least one hearing in January 2026, followed by the first trilateral review meeting of the Agreement no later than July 1, 2026.
On September 16, 2025, the USTR announced the launch of a 45-day public consultation on the functioning of the Agreement. Submissions may address aspects of its implementation and application, questions of compliance, or recommendations for specific actions the USTR should propose in view of the Joint Review. They may also focus on factors affecting the investment climate in North America and in the territories of the Parties, as well as on the effectiveness of the USMCA in fostering investment that supports U.S. competitiveness, productivity, and technological leadership. Furthermore, comments may cover strategies to strengthen North American economic security and competitiveness, including collaboration under the Competitiveness Committee and cooperation on non-market policies and practices pursued by third countries.
The USTR also announced that it will hold a public hearing on November 17, 2025, starting at 10:00 a.m., in the main hearing room of the U.S. International Trade Commission, 500 E Street SW, Washington, DC 20436. If necessary, the hearing may continue the following business day.
