The Alcohol Tobacco and Trade Bureau (TTB) issued notices of proposed rule making published in the Federal Register on 01 July 2019, regarding the standards of fill/net contents for distilled spirits, wines. TTB proposes to eliminate all but a minimum standard of fill for wine containers (Notice No. 182), and all but a minimum and maximum standard of fill for distilled spirits containers (Notice No. 183). These proposals concerning “standards of fill” (i.e., the amount of liquid in the container) are intended to eliminate unnecessary regulatory requirements, as well as to provide consumers with more purchasing options.
